Bill 87 overhauled the Ontario Energy Board and eliminated the Liberal's 2017 Fair Hydro Plan which the PC's said would save $442 million. The Liberal Plan "subsidized electricity with borrowed money" in response to a "public outcry over soaring hydro rates, particularly in rural areas." The Liberals created the Ontario Power Generation Inc (OPG Trust) as the Financial Services Manager to manage the debt. Bonnie Lysyk, the Auditor General, released a special report on October 17, 2017, which said the "structure of the plan" was in violation of the provincial government's accounting rules. She said that the Plan, which committed the government to discount consumer electricity rates for ten years, would cost the province "$21 billion in interest over the next 30 years." The 2017 AG report said that it would cost $4 billion more on the $18.4 billion loan to use the Ontario Power Generation (OPG Trust) than if the province took out the loan because the province would have a lower interest rate than the OPG Trust.
